extraneous quid pro quo as part of an agreement would depend on degree of importence which Chinese authorities attach to the question, but if it can be ascertained that failing agreement a "blockade" will be established the Colonial government would probably consider it advisable to abandon attempt to obtain extraneous concession.

The Board of Trede point out that the proposed agreement does not amount to a Customs union in the ordinary sense of that term and suggest that in the present political sit etion in China it might be desirable, in order to stress the special and limited character of the agreement, to consider whether the minimum period should be shorter than the term of ten years originally proposed.
